Is it possible to use man made perched aquifers as pure drinking water sources?

I was just thinking, and perched aquifers can sometimes cause natural springs to emerge. Do you think it's possible to create man made perched aquifers in an urban area to provide freshwater drinking sources? Much of the known aquifers are already contaminated, and if we created perched aquifers above the contamination level, the water quality would be much greater?

Well, perhaps, but instead of going to that trouble, we'd just make an artificial reservoir and fill it up. They can even be very isolated from pollution. Here in Southern California we have some reseroivrs that are entirely concrete lined. The only pollutants come from what the wind drops, and anything that happens to be spilled from a level above the reservoir -- since these are drinking water reservoirs, the elevated land around them is usually off limits, so these spills really aren't a problem.

So there's really no reason to go to the trouble. But interesting idea.
